A Quick Clarification On WRT License Fees
As readers may know by now, a Wholesale, Retail, & Trade (WRT) license is issued by the Malaysian Ministry of Domestic Trade (KPDN), and unlike most other licenses, there is no government application or processing fee.
However, as this license is only needed by foreign-owned businesses, applications are almost always done through a third-party service provider, so effectively the ‘application fee’ is pretty much our service charge!

It’s hard work!
As each service provider sets their own rates, here’s our advice on how you can find the best deal for your WRT license application.
Find out their WRT application deliverables
Ideally, your service provider should provide:
- a preliminary consultation
- document processing and submission
- checking reports with KPDN
- follow-up and printing of WRT license, and
- delivery of the license to your office or outlet
This means end-to-end support and they’ll handle all the paperwork filing and dealing with government officials on your behalf, allowing you to pay and forget.
Confirm how many premises their package covers
Each separate premise, even under the same business, needs its own WRT license (and RM1 million paid-up capital) so if you plan to operate multiple outlets, it’s definitely worth asking your service provider whether their pricing changes.
A service provider that costs more for a single premise might charge a more cost-effective rate across for multiple outlets.
Consider total license and business registration costs
Generally a service provider that can assist with WRT license applications can also help with other requirements for foreign-owned businesses such as:
- Sdn Bhd registrations
- premise & signboard composite license
- expatriate visas
- income tax registration
If you will need other services in addition to WRT license application support, it can often be more cost-effective, and almost certainly more convenient, to engage them for those other services too.
